I was wrong in my comment above. He's not just inept AND cynical. He's oblivious AND inept AND cynical.

He's done something that Texas has wanted to for over 100 years: Destroy New Orleans. Lucky for us that he can't keep us down, because while he's been trying he's to inept to succeed.
